Depends on the legs and the ambient conditions. If the legs are beautifully toned and shapely, then bare is good. If not super hot then go with the hold ups. Mind you, hold ups / stockings will always be sexy

Might also depend on the other clothing too. A mid to short skirt with classy stockings / holdups - that will be irresistible.
