Check the length of frenulum if you can get to see it. If the foreskin is tight, the frenulum probably never lengthened. It will help to ligate or snip it (professionally)

Did personal frenulum ligation and foreskin stretching fix... I'd probably recommend doctor and betamethosone or whatever it is. I'm sure there are plenty of forums about it.

Mostly fixable without circumcision as I have been there myself and fixed it myself. PInhole phimosis is harder thought.
