They are your rules, but its best to have someone in charge to make sure that everyone is playing safe. I have seen men try to go in after removing their condom at the last second; but they are very much in the minority.
Just make sure your spotter is someone who comfortable being very firm with people and who listens to you and is ready to call for a break or stop play totally |

When we have them, my partner and I set out the rules ahead of time, including the usage of condoms with men who's status is unknown to us. He also stops them from being too pushy and managing their egos. |
