Depends if you want to be tied up or be the one doing the tying up! the first requires you to sit still, not be claustrophobic and be able to let someone else take control completely (which requires trust). The latter requires some skill with rope and knowledge on what you are doing (you could do serious damage if you cut off someone's circulation for example).

To be honest the circulation point is not such a big issue unless you are cutting of the circulation for hours. A bigger issue is nerve damage.
The definition I use of shibari is that it is "sadomasochistic erotic practice" and modern shibari has particular hallmarks. However, rope bondage is whatever you make it.
My own view is that person being tied does not have to sit still or you get "bored bunny syndrome", and most people I tie would brat if told to be still. Shibari is about heart not necessarily D/s dynamics.

I would suggest looking at going to a local swamp meet, find out when they do rope classes. It's always a good place to start.
Real shibari takes years to master and it is a fine art form. I used to do it years ago, I've still got my rope, I just prefer doing suspension play (we have a pic up on)

Shibari is play between two people whereas hojojutsu is a martial art whose aim is capture eith rope and enforced compliance with rope.
Shibari locks the rope at certain points to prevent painful cinching. Hojojutsu does not lock the rope to deliberately cause pain and to discourage struggling. That being said parts of shibari derive from 19th century Japanese judicial punishments (suspension, ebi (prawn) tie, the press (i.e. slabs of stone on the knees of kneeling people). Parts of hojojutsu have been incorporated into shibari as some of the shibari grandmasters were interested in it, as an example the "hojo cuffs".
Shibari can be tied to be restrictive. I would also recommend Western bondage, in particular "damsel in distress" bondage which is classic form of Western tying to immobilise people. Google images of David Annis's cartoons, you also need a broad sense of humour.
