It’s a mainstream piece of fashion jewellery found in many women’s stores so certainly can’t rely on it as an indicator unless it has specific charms or initials like HW on it.
I’d say in the 70s/ 80s it was more associated with sex and swinging because I remember my mother tutting and saying that women wearing them were ‘easy’. |

Obviously not all are hotwives.
But there must be some correlation, in that women I see with anklets always give off that vibe and smirk that tells me they're naughty in the sheets.

I looked this up few weeks ago ,as was working on customers house,a couples house they just bought,in there early 30s I guess,the wife was only one there as husband left for work early,she was very friendly made me tea as soon as got there,we chatted in kitchen,she had her short bath robe on,but I couldn’t take my eyes off her anklet,a small gold colour ,I think it looked very nice,never mentioned it to her,but got my mind wandering,anyway looked it up
And it can be innocent ,also depends on which ankle it’s worn on,I think in India it means they married |

I wear an anklet that was brought for me as a gift from my grandparents, (I casually mentioned one day that I wanted one)
