Oh dear indeed. The topic of the thread is "flashing". From the police websites:
"Indecent exposure (legally called just 'exposure' and sometimes known as 'flashing') is when someone deliberately exposes their genitals in order to frighten or upset someone else. Men and women can both commit indecent exposure. It can happen in public or in private."
Boobs, by the way, side or otherwise, are not genitals.
The problem with non consensual genital flashing is that you have no idea whether the person you've flashed will be "frightened or upset". It's fine for people to have their fun as long as they are aware of the consequences.
