We made an agreement that if either of us is out (mainly clubbing) and anything happens then it's ok as long as we tell.
Nothing happened for an age and then I kissed a women when out. So, I told her.
She said she was surprised how it made her feel both happy and horny and that was not what she was expecting.

I agree, cheating is never a positive thing.
You can just tell your partner that they have your blessing to have sex with others if they choose, then there's no need to cheat.
Also, I'm not sure that a kiss is really "cheating".

"Cheating" is crossing whatever boundary is put in place by each couple. For some, that includes kissing, others it can be watching porn or just messaging others in a flirty way. For others it's just sex.
