Today on the train back from London a lady sat opposite me and her skirt rode up clearly showing her FFS tops. I couldn’t help but stare. She never made eye contact but did pull her coat up several times over her stocking tops but also let it open several more times. On a train, staring at each other's groins is the only acceptable thing to do, because making eye contact would be considered a gross invasion of privacy.

I'd imagine that she knew what she was doing, and carried on exactly because you didn't change your behaviour in a way that was obvious to anyone else, or which threatened her in anyway.

I don’t think you should stare because it is rude but at the same time if someone is out in public then you can look at them - that is what “public” means.

If someone is uncomfortable with their clothing then they either sort it out or wear something that makes them less uncomfortable next time.
