OP sorry to be a Party pooper but I think you'll struggle to find guys who will "genuinely" follow the rules I can guarantee that most will almost certainly assume that it's more of an advisory than a set in stone rule.
Plus they will not only expect to be able to wank but also touch and think that they will get an invite to play.
