Blur video and Blur photo work well on iPhone.

I use Da Vinci Resolve for my YouTube channel. It's free but professional quality.

If you need to mask a face, and that face or perhaps a tattoo is moving then that achieved by masking the offending part and tracking it as it moves.

Not something that can be achieved by less sophisticated software, e.g. an App on your phone, and as has been suggested Resolve which is free can do that, although I have Resolve Studio I can achieve that in Adobe Premier.

I can offer to do it for you if you can trust this professional editor ?

Full edit, Movie Studio is good!! But almost any editing software will do it!

But for a simple blur, i'd go with a cheap and simole one. Windows has editing software beult in. Though not sure how in depth it is.

Look an YT for editing software reviews.

Its simple enough if they are not moving much. Gets more problematic, when they move and you have to adjust frame by frame.
