There could be a number of reasons
Suitable premises readily available
Competition in the area (101, elite, la
chambre, Chameleons are all well within the average travelling distance for people visiting clubs)
Council approval (not all councils will grant planning permission for such premises more won't than will)
Someone with enough financial backing and lifestyle knowledge willing to do it in preference to opening one in another area
etc etc etc
