It's different reasons for different people.
For some, it is the feel of the fabric. For others, the framing of the legs. The idea that the lady is embracing her sexuality and declaring it. The suggestiveness of it. For some they associate their memories of first becoming aware of lingerie at a time of their sexual development, which create powerful memories and thoughts.
