I think it's all relative and sort of depends on what you're used to.
If you're used to having around 4 or 5 inches, anything over 7 is going to be big for you so I'd say 8 and above might be VWE for you.

Well endowed: up to 2 inches above the average (average differs by geography)
VWE: Anything above WE.
You could account for the same distribution with girth as a measurement, if you want to get super granular.
