As a genuine step toward embracing the Cuck lifestyle, I always envisaged the Bull/Dom, in discussion with my Wife, placing me under chastity.
However, what is not unusual is that most Bulls/Doms that have chatted on the site never seem to want to own this aspect of the dynamic.
Is that the norm or do some Bulls/Doms see the relevance of placing the Cuck in chastity as a matter of importance?

I'm surprised that the bulls you've encountered haven't see this as something they enjoy.
