I think I have probably been quite lucky in the tubs I have been in, very little clumpy swimmer activity and my head was above the waterline |

I don't want to soak in other people's bodily fluids and I got sick of men getting in, sitting next to me and wanking while leering at me as if it was something I'd enjoy.
I decided that I was in the minority so instead of complaining I stopped using them.
I wouldn't have sex in a pool or a hot tub even if it was my own because of the chemicals.

Apart from the points raised above....
The main reason that it's discouraged isn't just because it means the water has to be changed more frequently and more chemicals used (which will add to the cost of running them) but consider this - if you wouldn't have unprotected sex with a complete stranger then why would you be happy to sit surrounded by their bodily fluids? Yes, it's a smaller risk than unprotected sex but still a risk.
You have no idea who's been in the tub before you and who'll be using it afterwards.
Would you fuck in a swinging club private room, cum all over the bed and then leave without cleaning up with the spray and wipes provided? Because fucking in a tub really isn't much different.
