Generally... Women, I know of a few men that have been as competent but they are rare.
From my experience I can give men a great piece of advice as to why women are better (and no it's not because they have a vagina of their own, we can't lick it ourselves...)

The stats support it. Women-women is about 80-90% orgasm rate per meet. Women-men 25% (up to 69%) don’t quote me on the exact numbers but I read all about this a year ago and it’s pretty well documented. The inequity is so great I included a whole section about it in my book. It’s an interesting one in the casual dating scene too. I think I'd like to observe a woman that is good at any type of sex but especially oral on another woman as you can't ever say that you have nothing to learn on any topic.
