I could think of two medical emergencies that could be hampered by having to find a set of bolts cutters.
From a hygiene point of view it sounds pretty grim? |

You keep hold of 1 key but it us secured in such a way that able to see if the container it held in has been tampered with..ie. key removed.
At any time your key holder can command a live verification to check your behaving |
