I would guess that in general women probably do it better, in the same way that men generally give better blowjobs....
Not being a woman I can't claim to be in any position to judge but I guess that on an individual level gender is less relevant than, technique, anatomical awareness, intuative knowledge of physiology and psychology, and the ability to get inside the receivers head and anticipate her needs and desires...
