Because quite often maintaining an erection is something that requires stimulation, not just "feeling nice". And quite often, anal sex for a guy can feel VERY nice, so overrides the penis requirement.
It's not unsual and no "weirder" than a woman who has various states of nipple erectness during sex. |

From my perspective, it is rare that I get shagged by another bloke.
On the occasions that I do, it is because I am not just turned on, but on cloud 9 (so to speak), so maintaining a hard on is not a problem.
