i don't think they are as rare as people think... the problem people forget is that ladies are looking for partners too, but have often been told, that being a dominant independant lady isn't top on a males list (for the male/female couples). So, often don't broadcast it in case it turns a potential male off. Then at the other end of the scale, there are tonnes of horny males who want to try a dominant lady but not beyond the five minutes it takes them to orgasm... and many ladies find being a five min fantasy wank a huge turn off.
So, i find, if you want to meet a dominant lady... get to know the ladies in your life... drop hints that you might be open to be submissive... and be ready to fully admit your interests when one replies with a little interest. Yes, you might get giggled at, yes you might get friend zoned on the spot. But it shows them you are at least a little serious and bold enough to take that risk.

Some of us do derive our own pleasure from someone else's, but I know what you mean.
Given the proliferation (relatively, of course) of men being placed in chastity I suspect dominant women, or women with a dominant side, are more common than hen's teeth.
