It’s because you are not meet verified. You need to have been verified by someone with a green tick on their profile before you can verify anyone else

I had a great meet last night and they want me to verify them and I can't I don't understand why it's so hard!!!!

If they are verified, they would have to verify you first. You can’t verify anyone until this is done.

You need to be meet verified or cam verified, as other posters have said.
