The answer to your question OP is that there is no safe way to do this and I am not talking about STD's. Most men will happily lie to you and say they have had the snip when they haven't.

There is no safe way other than go see someone's medical records to confirm they've had the snip then go with them to get tested and never have them leave your sight until a negative result comes back.
