I have my filter on to say no messages without public photos.
Yet tons come through.
I've even questioned them saying how. Answer was I hit message and it let me.
Bit annoying!

It's the most easy filter to get around anyways. If it wont let someone send you a message all they need to do is make one public for one minute, send the message, and then make it private again.
Also I believe that a profile pic counts as a public picture, even if there are no other public pics so the filter doesn't apply there either.
