Taking the devil's advocate here, you probably took him off guard. He probably thinks the office is not an appropriate place for any 'hanky panky', unless you both have played there before? Furthermore, maybe getting caught in the office and his partner finding out, isnot his idea of fun. Maybe it was something that should have been discussed previously.
