OP most budget hotels have rooms that will accommodate 3 adults and to be honest you don't need to book a special hotel if it's just a 3sum play meet....just book a standard double room.
You can just meet the people in the bar etc and go up together, the hotel staff really won't blink an eye.

Regarding hotels i think that maybe its a truly British hangover from the days when hotels were a little like Fawlty Towers.
Remember the episode when Basil tries to prove the chap had his girlfriend staying.
Those are the days when you paid per person etc.
Nowadays with the advent of travelodge, premier inn and so on changing the face of the hotel industry its different.
Simply book a room and go to it. Then phone whoever you want to join you and tell them the room number.
If they are accosted in any way shape of form (unlikely) by a zealous receptionist then they are just meeting up.
As for keys if there are keylocks to get round corridors then ask for two when booking in.
