What I found very surprising was the last bit...Getting caught can have an impact on the persons life....
Isn't that the main deterrent from committing offences or behaving in an unsuitable manner in the community...
But this sort of acknowledgement by the police, must also be applied in many many other areas of police involvement, which must explain why people just get a caution and be on their way...
I take form my own post, that the individual has more rights than the community at large.  |
