Yes you can.
If you have a message from them you can block from that alternatively you can replace your user name with theirs in the URL of your profile and block from the drop down menu.
You will still see their forum posts along with their name and avatar but you won't be able to see their profile. |

No you won't, you will just see the profile picture.. Being on the forum doesn't give you access to blocked profiles.
