What's the difference between "this person has hidden their profile" and "you cannot view this profile - maybe deleted by fab or you are blocked, etc "?

This person has hidden their profile means exactly that. They have used the settings to hide their profile.

You cannot view this profile means they have blocked you or admin had blocked their profile for some reason.
