Yep, or they might see you pm'd them before and so decide not to bother again.
They also might be reading the forums/in chat and not sat refreshing their inbox every 10 seconds,
Or the number of inbox messages they have, keeps them out of their inbox until they have time to sit and work through them.
 Im sure there are loads more, however, it's their message to read, as and when they want to, indeed if they want to...  |

For me this is the usual reason,plus sometimes you can see a whole message without even having to open it |
