When someone says no limits to me. I ask them to do something silly. Like cut something off

I would never play with a sub that couldn't define their limits. And it's not the dom's place to be setting them. I'm not saying don't do it but he needs to think what he wants and you both need to talk about it a lot more. |

 Talking about it is a great way to start. 'Make' him tell you what he wants you to do to him.
You could do it in person... Make him tell you while he's standing there naked in front of you. You could be fully clothed or wearing something that makes you feel sexy.

Could it be that he secretly wants to try something, but because it isnt part of your normal 'play' he suggests you play Dom, as this takes the 'guilt' away from him. ie,... I had to do it cos my mistress told me.....
