We have face pics in our friends pics, so are for people we've met or are intending to meet.

We tend to only have a limited number of public pics and change them regularly. Our friend only photos include face pics & our friends list consists of people we have actually met.

I have an employer which would not approve so friends only offers opportunities to show face to trusted people. ‘Cept nobody wants to be my friend!
