Are there any stories out there of women deliberately flashing complete strangers?

Not an intentional flash as such.
Was walking around a loch during the summer, the loch was quite far off the beaten track and i walked around a large boulder at the waterside to find a woman on a towel flat on her back spread eagled without a stitch on less than five feet away.
