Is it warm enough to wear short sleeve shirts in evening, as in December we really felt the temp drop from 6 pm

Was there a couple of weeks ago and it was warm enough to move between places in a short sleeve shirt and warm enough inside but it felt chilly sitting outside.

We walked back from fun4all about 2am I had a light long sleeve shirt on but was warm enough
