As said above Gran Canaria (Playa del Ingles/Maspalomas) would be about the best Spanish resort. With a couple of swinger complexes, four or five clubs, a few swinger friendly bars, and the dunes for some outdoor fun it takes a lot of beating.
If you want to stick to mainland Spain then it is a bit more difficult.
Vera Playa is quite a large naturist resort and there is at least one swinger club there. It can be busy in the summer months but the winter is dead.
We don't really know Costa del Sol that well but we've heard of a club or two down there and Cabopino gets mentioned quite a lot for outdoor fun, but it's a large area and the swinger fun is very spread out rather than concentrated in one specific resort.
There are some clubs in Barcelona but we've not really tried them yet. There is also one club in Salou.
Benidorm itself has nothing other than a couple of sex cinemas one of which we have tried (and wouldn't bother again) and a new one but we are not hearing many good things about it.
We have most of our fun in and around Alicante. The city itself has five clubs plus another one nearby in Elche. There are various naturist beaches close by including Playa El Rebollo between La Marina and Guardamar. It can be hit and miss but some outdoor fun can be had in the dunes behind.
Also if you have transport the monthly DD parties are only about 30 minutes drive from the city.
It is worth noting that mainland Spanish clubs cater for the local (Spanish) market and although most welcome international visitors English isn't widely spoken. Also at the weekends be prepared for a late night. Going out at 11pm and not getting home until 4 or 5am is quite normal.
