The Peak is the only option for both really but no pool until March as it's all being retiled and I think major structural work going on too. Active Stirling gives the options of the school pools as they're all PPP buildings but hours are very limited. The Pure gym in the city centre is good too but no pool.
If you want to join the Peak have a look on bookface for groups to join as they do a group membership that's a good bit cheaper than the standard. Think it's 4 to a group.
Bit further out but I'm a fan of the McLaren leisure set up in Callendar. In the other direction the pool and gym in Grangemouth are meant to be decent too but I've never been myself.
