This has been discussed before between mods/admin and the result was providing that the people on cam (or in the background) are likely to know that they are on cam and are over 18 then no problem.
If you feel uncomfortable with several people on cam and potentially flicking through profiles, then block them.
If however, the background was a shop, cafe, bar, street etc, where people could be on cam who are unaware of been on cam then this will be against the rules.
