heavily tattooed (whether it be men or women) is only good if the tattoos are good, heavily tattooed people covered in nothing but crap tattoos isnt a turn on at all, most tattoos have no originality and you will find hundreds of people with virtually the same tattoo with the odd alteration.

but saying all that the right tattoo on the right person is VERY much a turn on.
