It was common to be planted in gardens of suburbia in the 70s and 80s. In that the suburbs were often seen as "wife swapping hotbeds" the myth caught on.
There was a Comic Book Presents film, where a swinging/BDsM couple had pampas grass, which further extended the myth.
I think the only signal it gives off, is that there is Pampas Grass growing. Nothing more.
It is as erroneous as the anklet worn by women. When they came back into fashion a few years back, it could've been said that the number of swingers had rocketed.
Then there is the movement to have people in the lifestyle wear a black ring on their right ring fingers. |

I grew up in a small town with lots of pampas grass in gardens-only one confirmed swinging couple though (the story of my parents being invited to a party amused me no end!) |
