In the days before Viagra and willy injections, people with ED were often given a vacuum pump with a powerful elastic band at the base.
Lots of pumping to get blood flowing in then pop the elastic band down to stop it getting out.

As Penis pumps are still available on the NHS I'd say yes they do work. They work long enough for a shag but don't make your manhood any bigger in the longer term. No I've never tried them as I have no need but I once worked closely with a medical supply company that supplied them.
