It’s the sexual element that makes it criminal. There’s nothing intrinsically sexual about naked folk.
Most of the ‘naked rambler’s’ issues were one bad decision on the part of a cop to arrest, followed by months of contempt of court, etc when he refused to dress for court diets.
Flashing most definitely falls into the ‘sexual element’ though... |

Not quite up on the naked law thing. But pretty sure, you can be naked anywhere. The problem is if someone takes offence at your nakedness. That's were the criminal act kicks in...
