As a non Leeds resident I can only go by what I can find
https://www.leeds.gov.uk/docs/2018-19%20Revenue%20Budget%20and%20Council%20Tax%20%20report.pdf
If have misinterpreted their data I will happily admit my mistake. If their output is inconsistent then I’m not sure what I’ve done wrong ...
And yes i try not to accept statements without sources so will seek to ratify anything which doesn’t pass the sniff test. Sometimes my nose is wrong. Sometimes it isn’t. However there have been enough times when I’ve seen posters put down factually incorrect information for me not to be sceptical.

More research
You’re right. 63% of expenditure is adult social care. I have found this now.
However only 15% of the budget is from council tax with 47% from grants.
My guess is these grants cover a large part of the care cost. So the % of your council tax is not as high as this. But it’s nit clear which set of income covers which costs.
All from Leeds.gov.uk.

"Never let the truth get in the way of a good fairy tale . " tbf the Leeds council disclosure is confusing. It was only because it seemed so high I went digging. I would have taken a less smelly number in face value given it’s a reasonable source of info. |

I don’t claim to be. I just have an academic background which means I go looking for evidence of claims. |

Remember that councils have a statutory duty to provide certain services. Others are discretionary. Adult social care is one of them.
As local government spending has been cut to the bone then as a natural consequence the proportion spent on these statutory services increases as less money is being spent in other areas.
There is also the demographic shift where older people require more care.
You should have a look at this trend with time. Compare it to total spending (adjusted for inflation) and proportion of the local population over say 65.
I'm sure the data is somewhere but perhaps not specifically for Leeds. |

That would be your obviously poorer, less-educated, bitter and resentful box, right?
He should change his profile photo to the "considerably richer than yow" character off of Harry Enfield and Chums...
