who the hell is in charge of the money is it the Scottish government or is it the UK treasury ?

Now you must know Scotland get a budget from the money send from the UK treasury and the Scottish government can only use that money to decide where it will get spent

but look it you all happy to little Tory lovers defend them running up UK debt and try and blame Scotland for it sad sad bunch

So...If it's not part of Holyrood's spending, it it a share of the debt Westminster has racked up and is nothing actually to with any Scotland or Scotland since it's out of their control?

And the SNP government aint like the Scottish Labour branch government where they send £1 billion underspend back to Westminster they didnt have a clue on what to spent that money on

Remember Scottish Labour branch only build 6 council houses from 1999-2007 anyone still scratching their heeds wondering why the Scottish voters booted out that Labour branch in Scotland ? Lol
