Sounds like he has been more advised to hold fire instead of an expected knee-jerk retaliatory measure.
I would personally see that tariff as a weapon or a tool we could use as leverage.

Retaliatory measure? I assume you know about tariffs? How do you consider the UK's lack of manufacturing is going to offer any sort of leverage.
