The search engines keep their full workings secret but advertisers will bid for and pay to get into search results. Obviously Google and the like amass tons of data on people, so results combine this knowledge, with influence of advertising. Paid search advertising is a big market, as many people mistake the results as just what the search engine thinks is the most relevant, by topic interest.

I've been to a UK city recently and I didn't need to watch GB news to highlight the fact there was armed cops patrolling the town centre and strategic placed concrete barriers around the place.
