The contraction would have gone negative if it wasn't for house price increases and professional service doing well. The BCI only measures manufacturing, and looking at the graph the confidence is above when covid hit and below every other month since. It is in fact below 100 which in their own words "Below 100: Reflects decreased confidence, implying that businesses expect a downturn or challenges ahead". You might now be thinking manufacturing is good enough for a forecast, but remember the confidence in that element is low and BCI focuses only on the manufacturing sector due to limited data availability in other sectors like construction, retail trade, and services among non-EU OECD member countries and non-member economies.
