So long as it's not actively promoting terrorism or harm. While some truly awful ideas do come about, open debate does allow them to be held up to scrutiny.

That's the American way from what we gather. In Blighty we seem to send out brown envelopes until the problem goes away.

I've had lots of forum bans in this regard

Admin can delete threads, fairly certain. They can also remove comments too.

A very difficult decision for anyone to make. Personally, only my thoughts lol, the person who creates the Forum page should check what is being stated and is able to remove / bar individuals posting in that forum. But there are plenty of reasons why that might work.

There have been many forums on the subject of Middle East and have had some very disturbing replies to things I've posted. There was one individual who kept accusing me of supporting Mass Murder lol simply because I didn't follow his believe. Tried to keep out his way but somehow got a Time Out for my efforts lol. Forums should be available to all opinions not to be radicalized by some.

Not just middle East but s y other sensit subjects.

Pro russian stuff or other controversial stuff
