Ignoring the clickbait headline, why would a Minister order this to be done?
What law-enforcement "message" will unaccompanied children take and to whom will it be communicated.

One reason might be that the minister doesn't want an argument with Disney over an unlicensed copyrighted image appearing in a government building. |

It "might" be,but that was not the reason given.
There are a number if NHS hospitals and schools and nurseries which I am certain do not have licensing rights that the Government seems unconcerned about. |

There are? I've seen plenty of generic children's murals in hospitals, but never anything Disney themed. Maybe I go to different places than you
