Indeed it is, although no contracts have yet been signed.

The work will also provide work for Devon, Scotland and Spain.

Further reading says that fitting out will be done in Belfast. Still good news

Considering the Belfast tele put up photos of a Ukrainian Anatov landing in Belfast to pick up missiles from shorts I reckon were high up the list already.
