So the strongest currency in the world fell against the currency of the country that is being sanctioned by almost the entire planet?

Seems like the sanctions are not working.

The ruble is still very strong. How much of that is down to internal market manipulation is unsure.

Rouble is strong because a lot countries buying oil and gas from Russia have agreed to start paying in Roubles.
