But this is just the point.
When is an emergency an emergency?
So, take for instance this situation.
I've been out dogging. At the request of the couple in the warm car, I stripped off naked. Since it is winter, and I am not allowed into their car, and I'm naked, I've now got hypothermia.
Emergency or not? |

Did they drive off with your clothes and your phone? If they did, you're really screwed. |
